In college ball you sometimes see pass interference done on purpose in order to prevent the big gain. It would occur a whole lot more in the NFL. An offense with a good passing game would be vulnerable to that. If a receiver on a deep route has a defender close but has him beaten, the defender will just take the penalty. Better to give up 15 yards than 50.
If there is a rule change that should be made, I think it should not be pass interference when a receiver going away from the QB changes direction back to the QB and runs into the defender trying to catch him. The offense should not be bailed out because the QB doesn't throw the pass far enough.
