I think because he isn't very big and he hasn't always played well in big games. NFL Draft Countdown, which is generally considered to be one of the better draft sites, has the Niners taking Jackson in the first round in their latest mock draft. Obviously online mock drafts don't prove anything, but they usually indicate players who are rising or falling with a decent degree of accuracy.

Not sure I'd go that way - I think we have bigger needs (right OT, pass rush) - but Jackson certainly would spread the field and open opportunities for our other receivers. Plus he could be the best return man we've seen in red and gold in a long time.
