JT knows the system better so he can run the offense better (does not mean he runs it great), and Smith is still just simply struggling with basic throws (just not nearly consistent enough - Morgan should have had two TD receptions). Right now Smith's timing is completely off. Hill is no longer in the picture because his arm is even weaker than JT's. If JT had a stronger arm, there would be no discussion at all - it's the only reason Smith still in the picture at all.
