Coach Sing can't feel all that confident in his job right now. He knows he needs to win games to stay employed, and Hill is the most proven quarterback on the roster. He'll have an "open competition" to provoke Hill to work harder, but in the end, Smith will be the backup. Hill will probably be on a short leash, however...if he loses a couple games badly, Smith may get a start.
