The best OCs know how to sequence plays, so that previous plays setup subsequent plays.

For example, Norv Turner knew how to sequence plays. A commonly used sequence was simply this:
-- Run off-tackle to the left, followed by...
-- Play-action fake to the left, QB rollout to the right and a pass back to the RB (or TE) who slipped out during the play-action.

Nothing crazy, just a sensible sequence of plays that keeps the defense off-balance.

Raye, on the other hand, seems to take a "holistic" approach to play-calling. On each particular drive, he has a general sense of what he wants to do on that drive (be conservative, be aggressive), and calls a bunch of plays that fit within that mold. That's why we're seeing these schizo all-run-drives followed by all-pass-drives.

This type of "holistic" play-calling only works when you've got markedly superior players who can physically impose their will on defenses. Otherwise, the OC needs to micro-manage the play sequence to gain any possible advantage. Raye's not doing that. Maybe it's asking too much of him but that's what this Niners offense needs, in lieu of top-tier talent.
