The only way that a guy like Raye succeeds in the NFL is if he has much, much better players on his o-line that his opponents do on their d-line. In KC, Raye was fortunate to have four Pro-Bowl-level linemen in Roaf/Shields/Waters/Tait, and Raye's simplistic approach to the game simply let those guys physically dominate less-talented opponents. His crappy play-calling didn't really matter because even when the opposing defense knew what was coming, they couldn't get past those Pro-Bowl linemen.
So if we're keeping Raye around, then the only way to improve the offense is to get a couple of Pro-Bowl-caliber linemen or a Pro-Bowl-caliber QB. Internal development will NOT work with Raye and these players.
If we go into next season with the exact same offense plus a bunch of rookies, then (barring a miraculous season by those rookies) we're seeing another pathetic offensive performance, guaranteed. This offense needs an immediate and drastic Pro-Bowl-level upgrade in talent, because that's the only way that Raye's crappy play-calling will move the ball against good NFL defenses.
